Having been through this myself, I sympathize totally with Roger's sentiments.

In the recent past 2 people have been seriously hurt by muggings in this area. The people responsible for those muggings have been taken care of but, unfortunately, there is no shortage of poverty in the world today and no shortage of desperation and opportunism (take you pick in assigning motive).

The only way these guys will stop is with violence or, if people in Calosa are lucky, if these guys find better hunting grounds.

Modern societies use both violence (negative) and reward (positive) for modifying anti social behavior. When resources are low, society tends to lean towards violence to accomplish its social conditioning.

I guess that the people in any situation have to figure out for themselves which method is effective for their own circumstances.

like with taxi safe and the tourist office

please encourage them to file a report with the police, I know many people see it as useless but it helps in the long run.

I have reached out to our contact to let them know that it is going on, just in case neither JR nor your customer reported it, they are limited in what they can do but they need to be aware as they will post a truck to the bridge to try to deter it

If going to the cops to get this stopped is not an option, and I am not saying that it isn't, then perhaps it is a subject that should be taken to the people in the neighborhood. I would see what they have to say about it, anyway. I have heard of all kinds of solutions to these problems here and many of them work very well, depending on the circumstances and the people involved.

Three stories of people taking things into their own hands that I have heard here:
1. A heavy guy in a colonia knew who the people were that were robbing and beating people, and he had someone do a drive-by hit on the guy who was the alleged instigator.
2. A guy who was having problems had a cop for a friend. The cop came over one night and busted a cap over the guy's head as he was about to do some kind of vandalism.
3. A "sting" was set up with big guys in the wings and the people were caught, after a big fight.

If the neighborhood is involved, they may also be able to put pressure on the people if they are malleable in some way.

taxis are great as they see something is wrong
they can call the police as most of them have radios

As far as I know, none of the incidents that I mentioned here have had reports filed with the police.

I used to know a mugger and he said that he always picked the weakest people he could find (in a given, worthwhile, social class - in these cases, drunken, old gringos) to mug. It's a predatory thing. The problems complicate and escalate if the victim fights back.

The cops can do nothing. They can not be where the muggings happen when they happen because the muggers would see them and not mug. A minute or two after a cop passes is a perfect time to mug someone.
